History

Until 1277, a settlement was proclaimed as city by local royal charter, which happened 172 times to current cities of the former Realm. During the Realm, the process was transferred to the court at Grimsborg, which elevated 23 towns to the category of city, in its time. After the outbreak of The Great Invasion in 1277, the exiled admi istration, known as Estad Noviu, proclaimed four cities. Proclamation of cities returned to local authoratives after the Cleansing Crusade. The former realm had many cities, resulting in the title loose much of the prestige it once had, although the fall of the realm has brought back much of the previously lost status.

Organisation

In The Realm Settlements spread across an area with no distance greater than 200 m between habitations forming a single unbroken spread of urban development, with a population greater than 500 inhabitants, is a Municipality.

As of The Great Invasion, there were 21633 municipality in the realm, with population over 20,000, 14365 municipality with population over 30,000, 8053 municipality with population over 50,000 and 2427 municipality with population over 100,000.  All numbers reflect the municipality population, meaning people who have their usual residence in the municipality.

In the realm, a city is normally not a self governing administrative division, therefore a city generally does not necessarily correspond to a municipality, which is the second-level local government in a Country.

Some entirely urban municipalities do coincide with cities, such as Grimsborg, and some are so large that they are considered metropolitan, or so significant that they are considered capitals.

A city was an honorific term given to Settlements that meet several criteria, such as having minimum 4000 inhabitants living in the city’s urban area. In addition, at least half of the following infrastructure had to be present: Law enforcement, Jail, School, Hospital, Library, Teatre, Pharmacy, Fire department, Museum, Inn, Tavern, Hotel, Stable, Park, or have historical importance.

Special

Cities are generally run by a mayor or counsil, regardless of nobility present. So two adjacent cities within the same country, or area, may practice different interpraticions of the Law of The Realm, if at all.
